Dewitt B. vonBallmoos

Director General

Mr. von Ballmoos is a well-known international social security expert who has held several executive management and advisory positions at the International Social Security Association and in the Liberian social security sector. His over 30 years of local and international executive management and business operations experience reformed and modernized NASSCORP into an effective and sustainable social security system. He has a Master’s of Science in Economics, Virginia State University, a Bachelor of Business Administration & Management from the University of Liberia, and several diplomas and certificates in insurance and social security, business development, and management.

His executive management leadership portfolios include General Manager, Tri-Star Trading Company, Nairobi, 1994, where he increased returns on trade and secured dozens of contracts. He reformed the business operations and strengthened staff capacities, which increased profits as General Manager, Lonestar Telemarketing Corporation, Liberia, in 2000. As Vice Chairperson, Technical Commission on ICT, International Social Security Association in 2017, he advised on the use of innovative solutions and technology that improved the quality of social security services across member states. As a member of the Technical Bureau of ISSA, he has been vocal about building systems and capacities in member states for operational efficiency. He is the Chairman of the Technical Commission on Investment of social security funds at the International Social Security Association.

Mr. vonBallmoos is a pioneer and progenitor of the modernized social security system in Liberia as follows: Deputy Director General, NASSCORP, 2006; Acting Director General, NASSCORP, 2012; Director General, NASSCORP, 2013; and, based on his continued quality of leadership and productivity, he was reappointed in 2017 as Director General, NASSCORP, Having reformed the system into one that is well-organized and responsive, efficient and effective in service delivery, and financially sustainable, he was reappointed Director General of NASSCORP in 2022.

Cllr. Moiffie Kanneh

Deputy Director-General

A Rule of Law and Human Rights professional, ClIr. Kanneh comes to his new position with a wealth of experience in Legal Practice: 18-year experience as a Lawyer, 19 years’ experience in Advocacy, more than 12 years’ experience in Court Room practice, and 13 years’ experience practicing Law before the Supreme Court of Liberia.

ClIr. Kanneh’s professional strength includes his outstanding ability to work in multi-dimensional, multicultural environments and near-excellent interpersonal skills. He is goal-oriented and able to remain focused despite internal and external distractions. Human Rights, Administration and Rule of Law issues and the ability to conceptualize and efficiently handle complex Human Rights issues are his strength.

Before his sojourn to NASSCORP, ClIr. Kanneh served as Legal Consultant to the National Taskforce on Human Trafficking and Child Labor from 2021 to 2023. From 2021 to the present, Cllr. Kanneh serves as Instructor of Business Law at the AME University, where he teaches Concept of Business Law and provides legal advisement to the institution. From 2021 to 2024, CIr. Kanneh served as Legal Counsel to the National Teachers Association where he conducted legal research and provided legal advisement to the leadership.

Cllr. Kanneh, from 2021 to 2024, served as Legal Counsel to the Office of Senator Botoe Kanneh where he conducted legal research, drafted legislations, reviewed concession agreements and other legal instruments, and provided legal advice to the office.

From 2020 – 2021, ClIr. Kanneh served as Legal Counsel at Success Thinkers Law Office where he conducted legal research, drafted opinions, and was actively involved in litigation at the level of the Magisterial, Circuit and Supreme Courts.

From June – September 2017, Cllr. Kanneh served as Legal Counsel to the National Elections Commission. While there, Cllr. Kanneh served on the Vetting Panel constituted to scrutinize applicants vying for elected positions during the General and Presidential Elections in 2017 in keeping with the Code of Conduct. At the end of the vetting exercises, he submitted findings and made recommendations to the Board of Commissioners for approval.

Cllr. Kanneh, from 2016 – July 2019, served as Legal Consultant to the Ministry of Transport, where he assisted the management of the Ministry’s policy; drafted contractual agreements; drafted legislations and collaborated with the Ministry of Justice, Law Reform Commission and the Office of the Legal Advisor to the President.

From January 2005 – 2016, ClIr. Kanneh served as Legal Adviser to the United Nations Mission in Liberia (UNMIL). While serving in this capacity, ClIr. Kanneh consulted with party litigants, prosecutors, court staff, legal professionals, prison and law enforcement officials on matters relating to cases being processed in the various courts. While at UNMIL also, ClIr. Kanneh maintained systematic records of proceedings observed and assisted in the drafting and compilation of thematic legal reports, conducted research and analysis of various legal issues on Liberian laws, among others. Serving as Commissioner at the Truth and Reconciliation Commission from 2004 – 2005, ClIr. Kanneh handled legal-related issues, counseled victims, conducted legal research, drafted legislations, represented the institution at public hearings, conducted training and workshops, and conducted public outreach programs.

From 2002 – 2003, ClIr. Kanneh served as Assistant Legal Counsel at the Environmental Protection Agency where he conducted legal research, drafted policies, and conducted outreach programs. From 1995 – 1996, Cllr. Kanneh served as Administrative Assistant to the Minister of Finance where he coordinated the affairs of the Office of the Minister.

ClIr. Kanneh has attended many local and international workshops and seminars, which have added to his education and credentials, including International Conflict Management and Peace Building Workshop, United States Institute of Peace, Washington, DC, 20037, USA; Comprehensive Salary Survey Methodology Workshop, organized by the Office of the Human Resources Management Division of Organizational Development, United Nations Headquarters, New York, held in Johannesburg, Republic of South Africa; United Nations Mission in Liberia Ethics Training Workshop, Monrovia; and Litigation Conference for Judges and Lawyers, among others.

ClIr. Kanneh holds Bachelor of Law Degree (LLB) from the Louis Arthur Grimes School of Law, University of Liberia (2003), and Bachelor of Business Administration Degree (BBA) in Management and Accounting, University of Liberia (1994).

NASSCORP’S new Deputy is a member of several professional associations, including Liberian National Bar Association, Gbarpolu County Bar Association, and the Supreme Court Bar of the Republic of Liberia.

Deputy Director-General Kanneh is joining the NASSCORP Family when the ARREST Agenda, with its focus on Rule of Law as it relates to NASSCORP (paying the right amount of benefit to the legitimate beneficiary), is up for implementation. Given his vast legal knowledge as a Rule of Law and Human Rights professional, it is hoped that he will ably assist his boss so that they can move the Corporation forward.

George A. Bright

Chief Financial Officer

George Bombo Bright, Chief Financial Officer (NASSCORP), holds an MBA in International Banking and Finance from the American University, Washington, D.C. and a BSc in Corporate Finance from Syracuse University, Syracuse, New York. Mr. Bright has extensive international work experience in the areas of investment banking, international capital markets, resource mobilization and structured financing.

Other professional jobs held include senior managerial positions in the Treasury at the African Development Bank (Abidjan), CFO at Orion Energy (Washington D.C. USA), GM at Strategic African Securities Brokerage (SAS) Accra, Ghana (Member of the Ghanaian Stock Exchange). In addition, Mr. Bright serves on the Board of several key financial institutions including GN Bank (Liberia) Limited, Alternate Director at the Liberia Bank for Development & Investment (LBDI), Alternate Director at Shelter Afrique (Nairobi, Keya), and Member of the Steering Committee – Liberia Financial Sector Development Implementation Plan (FSDIP) at the Central Bank of Liberia (CBL).

W. Benjamin Redd, II

Comptroller

Mr. W. Benjamin Redd II is the Comptroller of the National Social Security & Welfare Corporation. He holds a Master of Science in Social Protection Financing from the University of Maastricht, The Netherlands and a Bachelor of Arts Degree in Business Administration (BBA) from the University of Liberia with a Major in Accounting/Management.

Prior to his appointment as Comptroller on April 15, 2005, Mr. Redd served as Head, Planning and Research Department from February 2004 – April 15, 2005. From July 1, 1998 to February 2004, he served as Director of Statistics and Coordination Department. From December 1997 to June 30, 1998, he served as Senior Accountant /Finance Section; also from March 1996 – December 1997, he served as Senior Accountant/Funds Section. From September 15, 1992 – March 1996, he was appointed Account Office/Funds. From 1989-1992, he served as Junior Auditor, General Auditing Office.

Mr. Redd also obtained specialized trainings from the following institutions: International Centre for Parliamentary studies, London, England, Professional Certificate in Public Financial Management; Certificate, Finance for Decision Makers, London, Great Britain; Diploma on Pension from the ILO International Training Center, Turin, Italy.

Mr. Redd has attended conferences and seminars that have enriched his knowledge and experience, including the 4th International Research Conference on Social Security, Antwerp, Belgium, May 2003; Human Resources Development Workshop; Social Security Administration Seminar, Monrovia; AIESEC-international Congress, Budapest, Hungary; and AIESEC-Nigeria, National Congress, Lagos, Nigeria, among others.

Christopher McBorrough

Investment Development Specialist

Mr. McBorrough holds a secondary school diploma from The College of West Africa (CWA), Monrovia, Liberia; a Bachelors of Arts Degree (Business Administration) in Accounting & Economics from the University of Liberia, Monrovia, Liberia; and a Bachelors of Law (LLB) from the Louie Arthur Grimes School of Law, University of Liberia, Monrovia, Liberia.

He completed graduate training courses in Finance (Assets and Liabilities Management) at the Amsterdam Institute of Finance, Amsterdam, the Netherlands and numerous corporate in house training programs in maritime & corporate accounting analysis at the International Registry Incorporated (IRI), Reston, Virginia, USA. He has 27 years of cumulative working experience in the following areas: General Accounting, Maritime & Corporate Financial Statement Analysis with emphasis in Maritime & Corporate Accounting, Banking Operations and Procurement Administration (Contracting & Purchasing), Investment and legal services.

Over the past ten years as Head of the Investment Division at the National Social Security and Welfare Corporation, he has had the opportunity to further horn his financial knowledge specifically in the area of Social Security Investments Practices and Methodology by attending numerous training programs at the International Labor Organization Training Center in Turin, Italy, Housing Finance Course at the UCT Graduate School of Business, University of Cape Town, South Africa and Trade Finance Seminars in Durban, South Africa sponsored by Afreximbank.

Atty. Micheal C. Itoka

Head | Legal Department

Atty. Michael Cyril Itoka heads the Legal Department of the National Social Security & Welfare Corporation. He is a 2003 graduate of the University of Liberia with a Bachelor Degree in Public Administration (BPA Cum Laude) and a 2010 graduate of the Louis Arthur Grimes School of Liberia with a Bachelor of Law Degree (LLB). He holds a post-graduate Diploma in Contemporary Diplomacy and International Relations from the Gabriel L. Dennis Foreign Service Institute, Ministry of Foreign Affairs, Liberia.

Before joining NASSCORP, Atty. Itoka served as administrative manager of ARTISHA Consultants Inc. from 2006 to 2008 and as administrative/special assistant, Office of the Minister, Ministry of Lands, Mines & Energy from 2004 to 2006. He was admitted to the Maryland Bar Association in 2011.

Atty. Itoka has participated in several local and international trainings, seminars and symposiums from which he holds certificates, including the Washington and Lee School of Law in U.S.A. in International Law Practicum on Access to Justice in Liberia (2010), Human Rights Training (2009), World Bank Core Course on Pension (2010), Leadership Skills for Supervisors, Communication, Coaching and Conflict from the Institute for Capacity Development, Windhoek, Namibia (2013) and Mediator Training, American Bar Association Rule of Law Initiative, among others.

Evon Franketta Sainworla

Evon F. Sainworla is the Assistant Director-General/Administration at the National Social Security & Welfare Corporation (NASSCORP). She has 27-year work experience, seven of which is at NASSCORP. She holds an Associate Degree (AA) in Business Management from the College of West Africa Junior College and a Bachelor of Business Administration (BBA) Degree from the United Methodist University, Monrovia, Liberia.

Prior to joining NASSCORP, Ms. Sainworla served as General Manager at Tele-Marketing Corporation, having earlier served as Marketing Manager in 2003 and Sales Representative in 2001 at the same corporation. During her tenure as Sales, Marketing and General Manager, annual sales volume was increased from US$1 million to approximately US$6 million. Ms. Sainworla also worked at the Liberia Maritime Authority, where she supervised more than 500 employees working with the Beaches and Waterways Program.

Winston Q. Jah

ADG | Public Information, Education & Training Division

Winston Q. Jah, Assistant Director-General for Public Information, Education and Training holds a Bachelor of Arts BA. Degree in Economics from the University of Liberia. Mr. Jah has over 30 years of experience working with the National Social Security and welfare Corporation having served in various capacities to include; Coordinator of Registration, Regional Director with oversight responsibilities for Grand Bassa and RiverCess Counties, Special Assistant to the Deputy Director-General, Assistant Registration Director, Sr. Public Relations Officer among others.

He has also acquired couple of international certificates in areas such as Pension Design from the International Training Center (lLO) in Turin, Italy; Core Pension Training Course, World Bank Group, Washington DC, USA; Strategic Management Skills for Senior Executives, Institute for Capacity Development, Windhoek, Namibia. Mr Jah has represented the Corporation at various meetings/seminars locally, regionally and globally.

Mazzah W.B. Jallah, Sr.

Chief Accountant | Account

He have worked in the financial area for the past 28 years in several different capacities: accountant, auditor, budget analyst, finance administrator, project officer and general administrator.

A professional with managerial and supervisory skill, have the capacity to perform under pressure with the quality of team work and good people skills. In 1995 graduated with an Associate of Arts Degree (AA) in Accounting, in 1999 Bachelor of Science Degree (Bsc.) in Accounting and in 2011 graduated with a Master of Business Administration Degree (MBA) in Accounting and a Certificate / CPE Credit 64hrs International Financial Reporting Standards (IFRS) Subject Matter: (Accounting) With the many years of professional work experience couple with my academic achievement up to Master of Business Administration (MBA) in accounting, I presently. serve as the Chief Accountant of the National Social Security and Welfare Corporation (NASSCORP), Working as a team member from August 1, 2008 in achieving the job desired goals and objectives.

Leo Maxwell

Head | Information Technology

Mr. Maxwell is an IT consultant with interests in strategic alignment of business and IT, IT governance, and digital transformation in organizations especially public sector organizations. He has over fifteen (15) years of experience in ICT. Working with organizations within and out of Liberia.

In his current position as Head of Information Technology at the National Social Security & Welfare Corporation (NASSCORP), he oversees the acquisition and implementation of information and communication technologies to improve the efficiency and efficacy of such initiatives in support of the Corporation’s overall vision and strategic objectives.

Prior to joining NASSCORP in 2015, Mr. Maxwell worked as a Systems Developer at the Guaranty Trust Bank (Liberia) Limited where he optimized and extended existing software systems and designed new ones to enhance the bank’s business operations and customer experience.

He holds a master’s degree in Computer and Systems Sciences from Stockholm University, Sweden, and a bachelor’s degree in Information Technology from Valley View University, Ghana. In addition, Mr. Maxwell holds many professional certificates for his knowledge and expertise with technologies from the likes of Cisco, Microsoft, Sophos, Amazon, Google, etc.; and for his experience in the areas of Project Management, Business Process Modeling & Re/Engineering, etc.

Mr. Maxwell is an IT Enterprise & Solution Architect, Researcher, FinTech Professional, and an ISO27001 Certified Information Security Management System Lead Implementer.

Mahdea George Belleka

ADG | Insurance Division

Mahdea is a Human Resources Specialist and has also obtained certification in Pension Management. She is bilingual; fluent in French and English.

In her current position as the Head of the Insurance Division at the National Social Security & Welfare Corporation (NASSCORP), she has oversight responsibility of the departments which handle the registration of business entities and their employees, the processing of claims and the payout of benefits to eligible claimants as well as the management of the Employment Injury Scheme.

Prior to joining NASSCORP in 2017, Mahdea served as the Head of the Pay, Benefits and Pensions Directorate at the Civil Service Agency of Liberia. She was also one of the key pioneers and drivers of the Civil Service Reforms implemented in 2015 with the primary objective of reforming the Liberian Civil and Public Service. Mahdea brings to NASSCORP years of experience acquired from managerial positions held in institutions both in and out of Liberia.

Franklin Klohn Badio

ADG | Inspection Division

Mr. Franklin Klohn Badio currently serves as the Assistant Director General for Inspections at the National Social Security & Welfare Corporation (NASSCORP), since January 10, 2017. Under his direction, the Office of the Inspector General inspires public confidence in the integrity and security of Social Security Contributions remitted by employers and employees through conducting independent and objective audits, evaluations, and investigations. Mr. Badio has been a part of the Inspectorate since May 2011; He served as Zonal Director both in the private and public sectors and was later promoted to the position of Coordinator in July 2012.

He joined NASSCORP as Director for Region II (Grand Bassa & Rivercess Counties) from August 2008 to May 2011. His primary responsibilities included: registration of new employers and employees; collection of contributions; investigation of claims and processing of claims. Still in the Public Sector, Mr. Badio served National Duty as a juror (judge of the facts) for the February A. D. 2016 Term, Criminal Court “E” (RAPE), Temple of Justice.

At the Legislature, Mr. Badio served as Chief of Office Staff, Office of the Senior Senator, Maryland County, Honorable John A. Ballout Jr. (2007). Mr. Badio also served the Non-Governmental sector to include: Liberia Community Infrastructure Program (LCIP/ USAID) 2003-2006; supervisor- Water Trucking Program/European Union & Liberian Government 1996-2001; Supervisor- Water & Sanitation (Mecedine Sans Frontier-Belgium 1992-1994; Production Manager KOMOKO 1994-2006

Mr. Badio holds a Bachelor of Arts Degree in Public Administration from the University of Liberia (2007). Janneh I. Gaye-Adighibe

Head | Risk Management Department

Janneh Iris Gaye-Adighibe currently works for the National Social Security & Welfare Corporation (NASSCORP) as Head of Risk Management. She is an accountant/auditor and a Certified Fraud Examiner (CFE). She also holds a Master’s Degree in Accounting.

As the head of Risk Management, Janneh’s goal is to drive risk management awareness to the ever changing environment of the corporation. Her responsibilities in this role include the cascading of risk awareness to all employees, and the monitoring of enterprise-wide risks identified.

Janneh Iris Gaye-Adighibe brings to her new position years of experience and well-established background in risk management and professional services. Before joining NASSCORP in 2017, she managed the internal audit department of one of the largest GSM companies in Liberia, where she worked for three years. Her experience in this line of business involved roles as an accountant and auditor as well as responsibilities in project management, and managerial positions. She moved to Liberia in 2013 after living in the U.S.A. for over 30 years.

Weber A. Dossen, Jr

Head | Contribution & Insured Record Department

Weber A. Dossen, Jr. is Assistant Director-General/Head, Contribution and Insured Records at the National Social Security & Welfare Corporation. Mr. Dossen holds a Bachelor of Science Degree in Electronic Engineering Technology (Specialized) from Tampa Technical Institute, Tampa, Florida, U.S.A.

Prior to his elevation to this position, Mr. Dossen served as coordinator, Contribution and Insured Records from July 2010 to June 2016 and assistant coordinator/Database Administrator, IT Department from November 2006 to June 2010.

Before joining NASSCORP, Mr. Dossen worked in the United States of America with many entities, including JDSU, Germantown, Maryland from May to October 2006; Lockheed Martin Federal Systems, Rockville, Maryland from January 1995 to March 2006; Intelligent Solutions, Fairfax, Virginia from November to December 1994 and Telos/C3 lnc., Herndon, Virginia from October 1990 to October 1994.

Mr. Dossen, obtained a Certificate of Achievement in Microsoft Windows 2003 Server, Microsoft SQL Server 2000 Administration and Database Concept from (AITI) Ghana-India Kofi Annan Centre of Excellence in ICT in Accra, Ghana. Obtained a Certificate Training Programme on Pension Schemes from the International Training Center ITC (ILO) in Turin and Rome, Italy. Certificate in Recognition for having successfully attended the course on Strategic Management Skill for Senior Executives from the Institute for Capacity Development held in Windhoek, Namibia. Certificate in Pensions Core Course from the World Bank in Washington, DC USA. Kendra Ariminty Tubman

Head | Corporate Strategy & Policy 

Miss Kendra Tubman is an economist, with a background in Human Resource Management, Public Policy and Institutional Reform. She is fluent in English and average in French.

As head of Corporate Policy and Strategy at the National Social Security and Welfare Corporation (NASSCORP), she leads policy reform and development through the identification of strategic initiatives and opportunities that influence the corporation’s growth. She oversees assessment of work plans, gathering and generation of relevant data, driving analysis, and advance actionable recommendations for higher level of operational efficiency. She has oversight on the corporation’s semi-annual and annual reports for both fiscal and calendar periods and leads evaluations of both divisions and departments overall performance against targets for effective implementation of strategies and delivery of high level of results.

Most importantly, she is an advisory on global social security policy changes consistent with the prevailing global trend to keep the corporation up to date with new innovation and strategy underpinning service delivery and overall corporate governance. She is keen on delivering results through her oversight role for the attainment of the corporations’ vision of delivering convenient and exceptional service.

Prior to joining NASSCORP in 2019, Miss Kendra Tubman served as the National Program Assistant to the Global Fund Malaria Program at Plan International Liberia. She instituted measures for safeguards and ensured the effective implementation of project activities and proper management of funds.

Dimangmo T. Giddings

ADG | Investment Division

Mr. Dimangmo T. Giddings is the Assistant Director-General/Investment at the National Social Security & Welfare Corporation. He has served in this position since 2018. Mr. Giddings is a graduate of the University of Liberia with a BBA in Management and a candidate for MBA/Finance from the University of Liberia. Mr. Giddings holds several certificates. Certificate of Achievement in Investment of Social Security Funds from the International Social Security Association (ISSA) in Turin, Italy.

Executive Education Certificate in Housing Finance for Sub-Saharan Africa from the University of Cape Town Graduate School Of Business in partnership with the Wharton School of Business, University of Pennsylvania.

Before joining the NASSCORP family, Mr. Giddings worked in the Liberian Banking Sector in senior management positions. First International Bank Liberia, Ltd., with the following positions held; Credit Supervisor, Head of Human Resource and Administration, Head of Risk Management (Period from 2008-2015)

Leroy Dekah Fleming

ADG | Research & Actuarial

Mr. Leroy D. Fleming, Assistant Director General/ Research and Actuarial, was employed with NASSCORP on June 1, 1997. He holds a Master of Science in Social Protection Financing from the University of Maastricht, The Netherlands and a Bachelor of Arts Degree in Business Administration (BBA) from the University of Liberia with emphasis in Accounting/Economics.

Prior to his preferment as Assistant Director General/Research and Actuarial on September 2, 2019, Mr. Fleming served as Assistant Director General/Insurance at NASSCORP for eleven years with responsibility of supervising the insurance personnel at NASSCORP. He served previous eleven years in the following capacities at NASSCORP: Chief Accountant; Head, Planning and Research Department; Senior Accountant; Account officer; and Insurance Officer.

Mr. Fleming attended numerous regional and trans-regional conferences and seminars that enriched his knowledge and experience in social security administration organized by the International Social Security Association (ISSA), International Training Centre of the ILO, and the World Bank (WB) in the Ivory Coast, Guinea, Sierra Leone, Abuja, Nigeria, Benin, South Africa, Qatar, U.S.A., Italy, Belgium, among others.

Henry T. Pinney

Chief Internal Auditor

Mr. Henry T. Pinney is head of the Internal Audit Department of the National Social Security & Welfare Corporation. He holds a BBA Degree in Accounting from AME Zion University and an MBA in Finance from the Cuttington University Graduate School. Mr. Pinney has certificate in Auditing from Liberia Institute of Public Administration (LIPA) and a certificate in IFRS from the Institute for Capacity Development, Windhoek, Namibia.

Prior to his promotion to this position in 2015, Mr. Pinney served in various capacities in Accounts Division and Internal Audit Department, including Accounts Clerk, Bookkeeper, Accounts Officer, and Senior Accountant, as well as Senior Internal Auditor, Asst. Chief Internal Auditor and Chief Internal Auditor.

Morgiana Deyan Natt

Morgiana Doyen Natt is Head of the Beneficiaries Service Department of the National social Security & Welfare Corporation. Before her promotion to this position in March 2020, Miss Natt served as coordinator of the Beneficiary Services Department. She holds a Bachelor of Science Degree in Information Technology (IT) from Walden University, Dallas Texas, U.S.A.

Prior to joining NASSCORP, Miss Natt worked as a junior Linux System Administrator at the Asbury  Methodist Village, Maryland, U.S.A. from June to December, 2013. She also worked at 9-Solutions Inc., Maryland, U.S.A. as Linux System Administrator from July 2014 to April 2018, where she effectively operated and managed 9-Solution’s operating system’ and control.
